This panel will discuss the energy landscape surrounding the development and operation of artificial intelligence, including how increased energy usage impacts customer affordability, the need for new generating resources to meet growing energy demand, and ensuring strong customer protections.

Moderator

Chair Kayla Hahn was appointed to the Missouri Public Service Commission by Governor Michael Parson on June 1, 2023. Chair Hahn was appointed to a new six-year term on January 2, 2024. On February 6, 2024, she was named Chair of the Public Service Commission.

Chair Hahn serves on the Southwest Power Pool Regional State Committee, and is currently the Chair of the Regional Allocation Review Task Force. She is also active in the Mid America Regional Conference and is currently serving as Secretary. Chair Hahn has also been engaged in the National Association of Regulatory Utility Commissioners and is currently serving on the Committee on Electricity. She has previously also served on the Committees on International Relations, Critical Infrastructure, and Water.

Prior to her appointment to the Missouri Public Service Commission, Chair Hahn was on the Governor’s senior staff team as Policy Director and had served as Senior Advisor and Policy Director for Governor Parson since August 2018.

As Policy Director, Chair Hahn helped lead the Governor’s legislative agenda, prepare the Governor’s annual budget recommendations to the General Assembly, implement the Governor’s policy priorities across all 17 Executive Branch agencies, and spearhead the state’s response to COVID-19. As a member of the senior staff, Chair Hahn also represented the State of Missouri on the Southern States Energy Board and the Midwestern Higher Education Commission.

Prior to her tenure in the Governor’s office, Chair Hahn served as Assistant Director and Research Analyst for the Missouri Senate Division of Research from 2013 until 2018.

Chair Hahn received a Bachelor of Science in political science from Missouri State University and a Master of Arts and Doctor of Philosophy in political science from the University of Missouri-Columbia.

Panelists

Republican Sen. Mike Cierpiot was elected to serve in the Missouri Senate during the November 2017 special election. He represents the 8th Senatorial District, covering Eastern Jackson County.

Prior to his time in the Missouri Senate, Sen. Cierpiot served seven years in the Missouri House of Representatives, where he served as the assistant majority floor leader for three years and was later elected to serve as the majority floor leader until the end of his tenure in the Missouri House.

In addition to his legislative duties, Sen. Cierpiot worked at AT&T for 38 years as a network engineer.

Senator Cierpiot is a member of Missouri Right to Life, Lee’s Summit Chamber of Commerce and the National Rifle Association.

He is the recipient of the 2013 Public Official of the Year Award from Developmental Disability Services of Jackson County – EITAS (Empowering individuals through advocacy and support). Senator Cierpiot also has received the 2013 Spirit of Commerce Award from the Missouri Chamber of Commerce and the 2013 Legislative Award from the St. Louis Business Journal. In addition, he received the Defender of Prosperity Award in both 2013 and 2014 from Americans for Prosperity – Missouri.

Senator Cierpiot is a graduate of De La Salle High School. He attended Longview Community College and the University of Missouri-Kansas City.

Senator Cierpiot was born in Kansas City, Missouri. He has lived in Eastern Jackson County for more than 40 years and currently resides in Lee’s Summit. He is married to his wife of 50 years, Connie Cierpiot, who also served as a state representative. They have two children and two grandchildren.

Tim is an experienced lawyer in the utilities industry, having worked extensively in the field since 2013. His experience and relationships developed over the past decade position him to provide steady counsel and zealous advocacy on behalf of commercial and industrial clients in electric, gas, and water proceedings. He is licensed in Missouri and Kansas.

Most recently, Tim served as General Counsel for Renew Missouri Advocates, a non-profit organization working to increase renewable energy and advance energy efficiency initiatives. This included advocacy before the Missouri Public Service Commission, appellate work, litigation over solar rights and ballot initiatives, research, and public education.

Prior to joining Renew Missouri, Tim served as Chief Deputy Counsel for the Missouri Office of the Public Counsel. In that role, he represented the interests of residential and small commercial utility customers and the public in proceedings before the Missouri Public Service Commission, and on appeal. He has also worked as an attorney for the Staff of the Missouri Public Service Commission.

Tim lives in Columbia, MO with his wife, Sabrina, and sons George, Jack, and Louis (but still spends a lot of time on the family’s cattle farm just outside town). He graduated from the University of Arkansas School of Law in Fayetteville (J.D. 2012) and Rockhurst University in Kansas City (B.A. 2009).

Rob Dixon serves as the Vice President of Regulatory & Legislative Affairs for Ameren Missouri. In this capacity, he leads the strategy and execution of the company's engagement with the State of Missouri, other stakeholders, and partner organizations, and he represents Ameren Missouri before the Missouri General Assembly, executive branch agencies, and the Missouri Public Service Commission.

Prior to assuming his current duties, Rob served as the Senior Director of Economic, Community, and Business Development for Ameren Missouri. In this role, he led the company's efforts to drive economic growth and business development.

Prior to joining Ameren, Rob served in Missouri Governor Mike Parson's Cabinet, leading the state Department of Economic Development. During his tenure, Rob successfully led one of the largest reorganizations in state government history, improving Missouri's economic and workforce development outcomes.

Rob has served in executive leadership positions with various organizations focused on economic, community, and workforce development at the local, regional, and state levels, including as President/CEO of the Missouri Community College Association and the Executive Vice President of the Springfield Missouri Chamber of Commerce.

Rob is a U.S. Marine Corps veteran who served in Afghanistan immediately after 9/11. He holds a master's degree in public administration from Missouri State University and a bachelor's degree in political science from the University of Missouri – St. Louis.

Emily Wilbur, PE, was named Director of the department's Division of Energy, effective Sept. 1, 2023. Emily holds a bachelor’s degree and a master’s degree in Chemical Engineering from the University of Missouri - Columbia and is a licensed professional engineer. Emily has also been selected to represent the Midwest region on the Board of Directors for the National Association of State Energy Officials.

Emily began her career with the Missouri Department of Natural Resources in 2001, as a construction permit writer for the Air Pollution Control Program. She later served as the Air Quality Planning Section Chief before turning her focus to air quality planning issues in 2013. In this position, Emily oversaw the program’s rulemaking actions and State Implementation Plan revisions. She also collaborated with EPA, other state agencies and the public to implement air quality regulations for the State of Missouri. Emily helped coordinate the team that administered over $41 million from the Volkswagen Environmental Mitigation Trust to eligible businesses and government entities. Emily most recently served as the Deputy Division Director for the department's Division of Environmental Quality, after a brief time as the Deputy Division Director for the department's Division of Energy.
